Windows 365 (W365)
Microsoft’s SaaS-based Cloud PC at a fixed price per user. The simple route into desktop virtualisation — but when is a fixed Cloud PC enough, and when do you need the flexibility of AVD?
What is Windows 365?
Windows 365 is Microsoft’s SaaS-Angebot for personal Cloud PCs. Every user gets their own dedicated Cloud PC with fixed resources (vCPU, memory, storage) at a festen Monatspreis.
Unlike AVD, where you manage VMs, host pools, images and scaling yourself, with Windows 365 Microsoft looks after the entire infrastructure. Management happens entirely through Microsoft Intune — no Azure expertise required.
What Windows 365 is at heart: an entirely ordinary Windows PC, except that it runs in the cloud and you reach it from a local device through a browser, an app or a thin client. “One PC for Anna” rather than “eight users sharing a VM”. That removes all the complexity, but it also limits the economics at high user numbers.

W365 Flex (called “Frontline” until May 2026) comes in two modes. In Dedicated mode, up to three Cloud PCs can be provisioned per licence — each assigned to one named user, personalised and with persistent data; only one is active at a time. In Shared mode, a group shares a single Cloud PC without data persistence; this mode is also the basis for Windows 365 Cloud Apps. Either way, licensing follows concurrent sessions rather than headcount. Ideal for shift workers (care, production, retail), where the Cloud PC rotates between early, late and night shift.
Cloud PC sizes & prices
Windows 365 offers predefined sizes — not the free configuration you get with Azure VMs. List prices for Windows 365 Enterprise in Germany, per user and month, excluding VAT:

Windows 365 Enterprise has no scaling to zero: the price applies regardless of usage. Hibernation for unused Cloud PCs is not documented by the vendor. Windows 365 Flex in Dedicated mode behaves differently: the Cloud PC powers off after sign-out and powers back on when the user connects, and since March 2026 it can be pre-started ahead of the expected sign-in. That is the main cost disadvantage where usage is light, but also the reason the experience is so smooth (no waiting at sign-in, always warm).
Windows 365 vs AVD — the sibling rivalry
Within the Microsoft world the question “which DaaS?” almost always comes down to Windows 365 versus AVD. The principles:

Running both is common: standard knowledge workers on Windows 365 (predictable cost, simple per-person management), power users and task workers on AVD (multi-session, GPU workloads, the cost optimum at higher user counts). Microsoft itself recommends this hybrid approach. Note the licensing difference: the AVD usage right is already included in Microsoft 365 E3/E5, whereas Windows 365 is bought as a separate licence per user and month on top. For Windows 365, Microsoft 365 supplies only the prerequisites — Windows Enterprise, Intune and Entra ID P1.

Items often forgotten with AVD: staff cost for an Azure administrator (0.2 to 0.5 FTE), a management layer licence (around €4 per user), storage (FSLogix) and Azure Monitor. Counting those in shrinks the AVD multi-session advantage — though it usually remains clearly cheaper from around 100 users upwards.
Windows 365 Link & Boot-to-Cloud
In 2024 and 2025 Microsoft extended the concept with new hardware options:
- Windows 365 Link — a Cloud PC thin client built by Microsoft that boots straight into the Cloud PC — no local storage, no local apps, no local user with administrative rights. Microsoft states it is available in selected markets only; prices are not part of the product documentation and should be obtained from the vendor. No local Windows, no updates, no security worries on the device.
- Boot-to-Cloud — any Windows 11 device can be configured to boot straight into the Windows 365 Cloud PC. The local Windows recedes into the background.
- W365 Switch — seamless switching between local Windows and the Cloud PC using a virtual desktop swipe (a four-finger gesture).
These features position Windows 365 as a central element of Microsoft’s Zero Trust workplace strategy: the device becomes interchangeable while the actual working environment lives in the cloud.
Windows 365 Administrator and Cloud PC Administrator
Two roles that sound alike and do different things. The difference is not one of scope but of the system in which they are granted.
Windows 365 Administrator is a role in Microsoft Entra ID, assignable through the Microsoft admin centre. It covers Cloud PCs in both the Enterprise and Business editions and can be scoped more narrowly than higher-level roles such as Global Administrator.
Cloud PC Administrator, by contrast, is an Intune role with read and write access to the Cloud PC area — image management, Azure network connection configuration and provisioning.
Alongside these sit further built-in roles: the Cloud PC Reader with read-only access, and Windows 365 Network Interface Contributor and Windows 365 Network User, which give the service the permissions it needs for network connectivity.
Licensing
Windows 365 Business (smaller businesses up to 300 users)
A standalone licence with no Microsoft 365 requirement. Suited to smaller companies without a dedicated enterprise agreement.
Windows 365 Enterprise (scalable)
Requires one of the following per user:
- Microsoft 365 F3, E3, E5, A3, A5
- An Intune licence (included in the Microsoft 365 bundles)
- Windows 10/11 Enterprise E3/E5 + Intune
A note on Flex: 3:1 licensing works only with the explicit Windows 365 Flex edition. Ordinary Windows 365 Enterprise licences cannot be shared across shift models.
When is Windows 365 the right choice?
Strong candidates for Windows 365
- Smaller and mid-sized companies — without a dedicated Azure team
- Hybrid-/Remote-Arbeit — every user needs a consistent working environment
- BYOD-Szenarien — a Cloud PC on a private device, fully isolated
- Externe/Contractors — fast access without a hardware rollout
- M&A scenarios — integrating a newly acquired company into the IT estate quickly
- Shift work — Windows 365 Flex with 3:1 licensing
- Lite-Dev / Consulting — a Cloud PC as a project workplace
Windows 365 is not ideal when
- There are more than 500 task workers — AVD multi-session is then considerably cheaper
- Very large task-worker fleets — multi-session is only available on AVD
- Seasonal fluctuation — the price is fixed even when the user does not use the PC
- Heterogeneous requirements — where a wide range of VM sizes is needed
