Windows 365 Flex is structurally more limited than Windows 365 Enterprise — designed for shift workers, part-time staff and occasional users. The add-ons are correspondingly focused: hybrid scenarios with AVD, or enterprise setups with Nerdio for cross-tenant management.

Endpoint platform (outside the puzzle)
Windows 365 Flex is aimed particularly at shift workers with simple endpoints: shared PCs at the workplace, thin clients, BYOD at the plant entrance. IGEL OS and Unicon eLux with a kiosk mode are especially relevant here — hardened endpoints that can be reset to factory state after every shift.

A German thin client operating system recommended by the BSI — widely used in public bodies and healthcare. Built-in smartcard support for shift identification.

Flex workers can also reach the shared Cloud PCs briefly from personal devices (tablet, smartphone) — for time recording, checking the shift plan or simple approvals.
All sensible Windows 365 Flex combinations compared
Windows 365 Flex is rarely used on its own. The most common DACH setup is the Hybrid-Lizenzierung: Windows 365 Flex for occasional shift users, combined with Windows 365 Enterprise or AVD for core staff. This matrix shows the sensible combinations.

W365 Flex ist not a standalone product but the cost-optimised complement to Windows 365 Enterprise or AVD. Anyone wanting to equip shift workers, part-time staff and occasional users cost-effectively combines Flex with a dedicated stack for core staff.
Technical deep dive
The economics of shift workers: Windows 365 Flex is optimised for organisations with many part-time, occasional or shift workers. Three people share one licence — typically early, late and night shift, or relief staff in retail. If no two of them work at the same time, licence costs fall by up to 66% compared with Windows 365 Enterprise. Reference sectors: healthcare, production, hospitality, retail and call centres.
Grenzen des Modells: No offline mode, no persistent session data between uses (other than in OneDrive and SharePoint), no applications requiring an administrative install outside the image, no specialised Flex hardware integrations (barcode scanners without extra setup, for example). For genuine first-line workers with mobile devices it is often not the first choice — there, Intune and Autopilot on dedicated devices usually fit better.
Neue Features 2025: Cloud Apps (published apps) have been GA since November 2025 — using the Flex shared mode underneath. That makes individual published apps, rather than whole desktops, possible in Flex configurations too. With it, Microsoft closes a long-standing gap to AVD RemoteApp.
A perfect complement to AVD or Windows 365 Enterprise: In DACH practice, hybrid licensing is common: Windows 365 Flex for 80% of shift task workers, AVD with multi-session for 15% power users, Windows 365 Enterprise for 5% core staff with a dedicated Cloud PC. That maximises cost efficiency while meeting differentiated persona requirements.
